Is there a place online where I can Download XBOX 360 games, PS3 games so I dont have to buy them in a store?

A friend a mine told me that he saw on tv where someone could go online and download/play games for XBOX 360 and PS3 on a computer and play them without having to go out and Purchase an XBOX system console or a PS3 system console. Is this true and if so where online?

I’m sure it’s true, but it’s also illegal.
